If I understand correctly, resource shapes themselves don't require oslc:describes, only the table implementation in ReSpec does. So I don't see the need for somethign new like PropertySet.
That is, unless the problems that ReSpec is having are illuminating a problem with resources shapes in general when they don't have an oslc:describes value. I don't know what the specific problems are.
