I don't really see any problem defining shapes that express constraints on any vocabulary element used by OSLC in order to support its intended use. For example, the Person shape that describe foaf:Person simply expresses what properties OSLC expects servers to provide on foaf:Person when its used as the value of other properties in the vocabulary including for example dcterms:createdBy.
