I think the intention was that typically users would do a GET on perhaps a resource or an LDPC and use oslc.properties to select a subset of all the properties returned by the GET. oslc.properties refers to the properties of the resources.

Alternatively users would use an oslc.where, searchTerms, orderBy, or oslc.select to indicate how the members that match a query should be processed. oslc.select selects the properties of the members matching the oslc.where clause. 

If both are used together, then it probably means that the oslc.properties is applied first to get specific properties of the resource, then the oslc.where and oslc.selct clause would apply to the resulting members. That is, oslc.properties would restrict the properties that can be referenced in the oslc.select clause to further refine what properties are actually include in the query result.
