Log:
Add proper citation/reference sample

* Cite a reference which is controlled by OASIS, just write as
  `[[Name]]` in your MD file. (e.g. `[[OSLCCore3]]`)
* Un-controlled references should be written in
  `SpecHeader.html`. Please check how to write them. Then they can be
  cited like `[[PROMCODE]]`.
* Un-cited references will be omitted from the spec automatically.
