Are we aiming to make these headers be usable by others?

I'd be happy to be corrected by a lawyer here ... but to my lay eyes,
neither the header preamble or the linked to IPR guidelines contains
information on redistribution, modification, derivation, or similar
rights granted onward.

The IPR guidelines does have a language related to how contributors
grant OASIS such rights, and various licensing modes for contributions.

The IPR guidelines also contain multiple mutually exclusive modes,
template documents and so on, making it unclear which of these modes and
templates apply to the PKCS#11 headers.
