The decision to move to a formal OASIS specification is one which can be made on a case by case basis. I also think we should be documenting any proposals for updates prior to v3.0 as standalone documents so we have the choice of moving them forward individually through the process and in three or six months or so we can decide if it makes sense to bundle a collection of them together. At least with the OASIS TC process we can move to a committee specification draft fairly quickly - that status does not require a public review cycle and does make it clear the TC view point on a proposal (a full majority vote is required).
