I should note, this draft takes a stronger position than the
original one - particularly in our request to suspend the specific
AES GCM IV IG.  The folks that reviewed it felt we should avoid
any language that is too wishy-washy with those regards (and to
the impact of the changes, when they are not compatible).

I have intermediate drafts as well, if anyone is interested :)
