Updates to wikipedia & TC Public page

Hi folks -

long held AIs. I added a link to the Usage Guide to the TC Public page, and 
updated wikipedia. comments welcome:

updates:
Updated for actual approval date of v2.40, approval of 2.40 Errata 01, prose 
introduction to history, additional references to Oracle Solaris and Red Hat's 
implementations to complement the MS Windows reference, and link to whitepaper 
on SCF.

This may be a good time to remind folks that they can update that wiki page
(https://wiki.oasis-open.org/pkcs11/KnownPKCS11Implementations) to add links to
their implementations, since we don't discuss them generally outside of the
interop. :-)

Were: I removed some of our older announcements, like press releases from 2015, 
as they are already additionally covered in the press releases section, or 
expository material section. I additionally added the link to the usage guide
