Text of motion for statement of use for PKCS#11 Specification and PKCS#1

I believe we now have 3 statements of Use that we can use to push PKCS#11 V3.1 (Specification and Profiles) to the next stage.

I believe that the following motion text is sufficient for this purpose and intend moving this at the next meeting.

That the TC members approve and accept the Statements of Use received and posted to the TC mailing list on behalf of Utimaco on October 21, 2022 (oasis-open.org/apps/org/workgroup/pkcs11/email/archives/202210/msg00008.html), Information Security Corporation on October 25, 2022 (oasis-open.org/apps/org/workgroup/pkcs11/email/archives/202210/msg00009.html) and Cryptsoft on December 05, 2022 (oasis-open.org/apps/org/workgroup/pkcs11/email/archives/202212/msg00000.html) as acceptable Statements of Use with respect to the PKCS #11 Profiles Version 3.1, Committee Specification 01, approved 14 July 2022 and PKCS #11 Specification Version 3.1, Committee Specification 01, approved 11 August 2022.

Please let me know if you spot something in error so we can get this through the system in one pass.
