Definitely worth approaching them. 

I see that Steve Kent is on the Program COmmittee of the Italy workshop.
Let's CC him.  And of course Peter Alterman had a lot to do with
educause.
 The latter looks like it would have more PKI implementers in
attendance;
the Italy workshop seems very academia focussed.
