Revised version of PKI Obstacles Survey

Thanks for your careful review of the draft survey
I sent out last Wednesday. The comments seem to have
stopped, so I have prepared a revised draft that
reflects those comments. Please find it at the end
of this email. If you have any further comments,
please send them to the PKI Survey Subcommittee at
pki-survey@lists.oasis-open.org.

Tomorrow, I will send out a proposed Publicity Plan,
describing how we will publicize this survey. This
plan is based on the brainstorming we did on our last
PKI TC call. This time, I'll ask you to send your
comments to the PKI Survey Subcommittee list so we
don't flood the main PKI TC list with so much email.
