Addition to PKI Action Plan

Hi

This attachement not a challenger to the PKI-TC action plan,
I would rather regards this as a possible concrete part of that.
That is, if you don' mind of course...

The reason for including on-line key generation and certification
is really due to the fact that the smart card market has not taken
off.  IMHO it is because on-line distribution of "IDs" is a better
approach both short-term and long-term.
