My understanding if the Product-Version-View tree in STEP was that Product
and Version were really only management information for the identification
and change of things over time. I thought any real technical/engineering
aspects things were really supposed to be linked at the View level in STEP.

I'm not sure how State will be used in PLCS but if it's other than
management/identification/change kind of information, then I'd suggest
allowing its application to View is likely a requirement.

Right now we can apply state to versions of products. 

I was wondering whether it made sense to apply state to view definitions
instead or as well as product versions.
