Changes to capabiliies / templates

Hi

I have made the changes as discussed in the telecom.

Namely:

 mk_capability and mk_dex  now add an images folder

 

 Added attribute short_name to a template and updated the DTD, XSL and make scripts

 

 Modified mk_capability so that capabilities have a section “Business overview" instead of "Business concept overview"

 

I have recorded the changes in the issue log:  dexlib/docs/issues/issues.xml
