Subject: RE: [plcs-dex] Assigning location issue
This came up before …. [Tim Turner] I think this was because of the frequency with which the orignator of a location name may not be known. For example, how would I know who assigned the name "Peterborough" to that geographic location?
I'm not averse to modifying it, but if we insist on the org.id etc., what values should people use if it is unknown? Well I guess we could say "Unknown". There's a lot of figs to update if we choose that route - although we could update the instantiation path & input parameters & leave the rest as part of an issue.
Why don't we adopt the convention that the identifier should be "unknown" if it is unknown. There is already a class in plcs-proposed.owl
Arguably if we do that, we would not need assigning_identification_with_no_organization

Hi I have just raised the following issue against assigning_location. Any comments?

Given that the same location can be identified in different ways by different organizations, I think that the identification should be in the context of the organization. I.e. use assigning_identification not assigning_identification_with_no_organization.
For example, the military may identify an airbase by a code, a manufacturer may call it something else. Hence the location will have 2 identifiers, one given by the military, and one by the manufacturer. They can only be distinguished if there organization that owns the identifier is provided.
