Subject: Can PLCS be used on NATO SAS-054 "Methods and models for LCC"

The benefit of collecting "best practice" and recommendations, is to improve the LCC work in each country and to make the work more standardized and thus make it easier for the suppliers to respond to invitations to tender issued from different countries. While the LCC will be performed at higher level in the early phases of an acquisition project and at more detailed level later in the project, the work will always be dependant on the quality of the data received from different sources. In the enclosed first draft of the document, there is a chapter 11 regarding "Collection of Data". I believe that it should be useful to include in this chapter a description on how PLCS could support collection of data. The PCLS description must be possible to understand by personnel that has never heard of PLCS before and give them recommendations with respect to when, why and how PLCS should be used. The information should not be too detailed. Further work with PLCS has to be supported with information from other sources. I hope it will be possible to establish some information on PLCS, approx 2 pages, with reference to where more information might be found. Regards Morten Hjelm
