Title: Release of Information

Dear Tog,

I have had a query for draft of 2 DEX specs from a company outside of PLCS/Oasis development group.

Can I ask what the policy is on a) giving out drafts b) giving out general scope statements.

I presume that a) is not allowed until a release has been voted on & approved and b) is already on the public side of the TC

Are there any other opinions about this?
