No feathers ruffled… just trying to
clarify that the document was a workshop brainstorm result to try and get some
planning initiated in specific organizations. It’s not a policy/marketing
paper explaining PLCS/RD/15926 so there’s little benefit in addressing concerns
about interpretation outside the intended audience. That said, if there are factual
errors that could affect the planning, then I agree those should be addressed
somehow. What exactly should be changed?

The intent was not to ruffle feathers but
to point out that AP239 and OASIS PLCS TC is a global business. The
current paper could be interpretated by those outside of Defenc(s)e and
associated industries as a military way ahead.
The 'paper' does have incorrect statements
within it which are irritating to say the least, the WHWW cannot be addressed
against these.
Obviously the paper has initiated
discussions as your last sentence suggests.

FYI, the proposal was written to be
presented to the defence-related organizations in PLCS, that's why it's worded
the way it is. I don't think there's any confusion about any industry being
excluded as it says "The need for standard reference data for the support
domain is global and independent of industry and nationality. However, an
adequate set of requirements for such an RDL has not been widely discussed and
agreed.".
If I might make a suggestion, why not
address issues on scope in a plan for What, How, Who and When with respect to
getting the RD for PLCS created, harmonized and available as soon as possible
rather than by rewriting this little proposal. Its only purpose in life was to
get the discussions about such a plan started.

A couple of points for starters!!
1. The document infers that the OASIS PLCS
RDL is a "Defence" requirement not, as it should be, a worldwide
AP239 requirement.I assume this requires rewriting to allow the world to
utilise the PLCS RDL.
2. What is meant (definition) by
support domain. The output of AP239 is 'Assured PRODUCT and Support
Information. AP239 does provide the functionality of thru life and should be
marketed as such.
