Subject: New TC process

Please note that the
new TC rules are now available on the OASIS website. I recommend that you
read them, as they define our operational process with immediate
effect.
The key things to
consider are as follows:
1) New membership
categories (see Clause 2.4)
- Any eligible
person (employee of OASIS member, or individual member) can register
as an observer of a TC.
- Any eligible
person can become a member of a TC, but the previous attendance requirement
is removed
- Any member of a TC
can request to have voting rights in the TC, but this involves a probationary
period and regular participation, just like the previous requirements for TC
membership (must attend 2 out of 3 meetings, participate in
ballots)
- Any voting member
can renounce their vote, but would have to requalify to get the vote
back
- Meeting quorum
only applies to voting members.
- Members of SCs
must first be members of the TC - but are not subject to TC attendance
requirements
The implications for
this is that all current members of the TC will become ordinary members apart
from the designated voting members. Voting members will be subject to
the attendance requirements. Observers stay the
same
Each member
organisation is invited to consider how it wants to play this framework. The
assumption is that each organisation will decide which member should act as its
voting member, with the attendance implications. Also, any staff
participating only in a subgroup need not worry about TC attendance
requirements
2) Document
visibility (see Clause 2.8)
- All web pages,
documents, ballot results and email archives of all TCs and SCs shall be
publicly visible....
3) Publication
process (see Clause 3)
- An additional
level of approval has been inserted
- The TC can approve
a Committee Draft document
- The TC must
conduct a Public Review of its Committee Draft before voting as a Committee
Specification#
- If a substantive
change is made as the result of a public review, the TC has to re-approve the
CD, and undertake a new Public Review before launching a Committee Specification
ballot.
- Criteria for
approving a Committee Specification is the same as ISO DIS - 2/3 majority and
less than 25% opposed
- No changes to the
document are permitted between approval of the Committee Spec and submission for
approval as an OASIS standard
4) Publication
format (see Clause 2.18 - Rob Bodington to note)
- All documents and
files must use the OASIS naming conventions#
- All documents must
use the OASIS templates
- All schemas etc
must be available with their own file name
If you have any
