have been having, I am assuming that we are going to update the capabilities
with templates to reflect the results of the review.

What is the status of
Part28e2 and which XML form do we use in DEXlib?
2)
What is the URL/URN for the
PLCS reference data?
We should at least agree a URL and use it consistently and document it in assigning_reference_data.
If we use the same one throughout, we can at least globally search and replace.
