Stuart - good comments.  I'll review more closely and modify the text as necessary to reflect the comment.  Regarding Notice vs. Openness, typically the distinction relates to data collections/usage for a particular purpose (use case?) whereas Openness relates to an entity's transparency with respect to their privacy management practices. The ISTPA "Analysis of Privacy Principles" was the primary source for these definitions, so I'll review that document (s/b available on the committee's document repository) and we can discuss.
