XML elements inf PSLX-04 specification

As a stating point of discussion to define elements of
XML for representation of massage contents, the elements
defined in PSLX-04 are listed below.

ＸＭＬ要素をまずあるていど決めてしまいたいとおもいますので、
メーリングリスト上で議論させていただきます。（ＯＡＳＩＳ
の事務局から、ＭＬでディスカッションがないとクレームが
きました！）まずは、スタートラインとして、ＰＳＬＸ−０４の
