Hal,

On a technicality, are not the members who pre-registered (pre-November
10th), members if they attended this meeting this morning and previous two?
#2 below was done pre-November 10th.

"2) notify the chair of the persons intent to participate; and 3) wait for
60 days or until the third meeting, after which time the person is now a
full, voting member of the TC."

Comparing the minutes for 12/10 to those of the first meeting (11/12) I
see that

Are voting members, therefore we did have quorum today. (Quorum is
currently 6.) 

Also,

Marc Chanliau 
Winston Bumpus 

Should be listed as prospective members. 

Depending on when they asked to join the TC, some or all of these folks
may become members immediately following the next meeting of the TC.
