[provision] Outline Project Plan - Task List

Folks

I have set out a very high-level top-down list of activities for our
efforts moving forward. Based on discussion/feedback on this list we can
set out dates and dependencies to form a basic project plan.

Please glance through and let's discuss at tomorrows committee meeting.
I may put some more thought into this later today, in which case I'll
send an update to the list.
