[provision] Formal SPML Requirements

A few months back a thread started on formal requirements for SPML that culminated in [1]. I have re-worked this to a more formal proposal and have made this draft available in [2]. It incorporates the following changes:

· Edwin’s observations re cross enterprise support from [3] & [4] incorporated in requirement 3.12

· Edwin’s observations re implementation independence from [5] incorporated in requirement 3.13

· Ashish Kolli’s comments from [6] incorporated in requirement 3.4

· Some “things to consider” throughout the document based on TonyG’s comments in [7].

I propose an agenda item for the next committee con-call to vote on accepting these “back dated” requirements and publishing them on the external TC web site.
