Darren hi,

For the next conference call, I'd like to propose a discussion on adding
functionality that would facilitate bulk operations in an easier manner than
possible currently using the spec.

The objective is to enable a requestor to create a request to be implemented
on a group of target IDs - e.g. - change an attribute for the following
target population. There are several routes to introduce this functionality
into the spec, one of which involves changing the 'maxOccurs' attribute of
'identifier' elements to be unbounded. Of course, a proper error coding
would be required to accommodate relevant scenarios.
