AddRequestType#container

Since one PSO may contain another, shouldn't the "container" sub-element 
of AddRequestType be of type PSOIdentifierType (rather than 
IdentifierType)?  I believe that if the "container" sub-element is of 
type IdentifierType, then the parent of the added PSO must be the target 
itself.
