Since the provider must generate and return a requestID (for any 
requested operation that the provider executes asynchronously), we 
should remove the 'requestID' attribute from SpmlRequestType.

Since the 'cancel' and 'status' operations still must specify a 
requestID, we should add the 'requestID' attribute to CancelRequestType 
and StatusRequestType.
