1. Do we really need to define additional search clauses in each 
capability? What would these look like?

2. Is there some way we could A) use some syntax (or a clause that is 
defined in the Search Capability) to indicate that the requestor wants 
to search on capabilityData and then B) use a <select> element to 
express the condition?
