- Gary took roll.
- Quorum was achieved (7 of 8 voting members attended)

2) Approve minutes from June 6 meeting
- Richard Sand moves to approve the minutes.
- No objection.


3) Discuss "RESTPML" draft:
- Proposed Scope
- RESTful API: URIs
- RESTful API: XSD

Hal Lockhart suggested that we soften the language for the parts that are out of scope.  
- Make clear that this is not necessarily permanent.
- These are not impossible for technical reasons.
Gary agreed to do this, and also suggested that he might describe more fully the reasons for placing each item out of scope.

Kent Spaulding questioned the use of the PATCH verb.
- The RFC is comparatively recent; do people use this?
- The diff format seems to add a lot of complexity.
Gary admitted that he does not know how widely the PATCH verb is used. 
The goal is to support incremental modification of large objects--or of attributes containing a large number of values.  SPML had an AttributeModification syntax that allowed one to specify values to add or values to remove without sending all of the values in the request.  Incremental modifications are less sensitive to concurrency.


4) Discuss priorities for work yet to do on draft:
- Standard Schema for User
- Standard Schema for other entities and relationships
- Examples of minimal implementation
- Examples of supporting User only

Gary asked for members to suggest their priorities:
- Members gave little response on the call.
- Gary said he intended to work on User first,
  unless and until members direct otherwise.

Richard Sand asked whether Cloud ID work offers direction for PSTC:
- They are ready to perform "technical gap analysis".
- Perhaps these gaps would inform the use-cases of the PSTC.
Gary and Hal said that they don't really know:
- Darran Rolls has not attended PSTC meetings recently.
- Hal is not tracking closely the work in Cloud ID.
Richard offered to send an email to Darran Rolls, cc'ing Gary.


5) AOB
- Richard Sand announced that he has changed companies,
  and will change to having an individual membership in OASIS.
  -- Richard intends to step down as co-chair (for reasons of bandwidth)
  -- On behalf of the PSTC, Gary thanked Richard for his contributions, 
     as well as for the energy and ambition that he has brought to the PSTC.  
  -- Gary hopes that Richard will continue to contribute actively.
