It is my understanding that the particular problem was the inability of the TC to attract support from BIPM experts, who are the acknowledged experts in measurements with respect to national and international trade standards.  Two or three of the original participants expected to be able to at least acquire guidance from, and review by, their national experts, if not direct participation.  But that support never materialized.  The timing was just before the issuance of ISO 80000, which greatly limited the availability of those experts, and ISO 80000 itself was surrounded by some political maneuvering, which made the experts shy of any formalization (especially by unwashed software people) until ISO 80000 had been finalized.

 

Further, there were and are two competing international standards efforts:  The ISO 215 Unified Code for Units of Measure (ucum.org) is not an ontology, but presents a useful practical formal model.  The NASA-sponsored Quantities, Units, Dimensions and Datatypes (QUDT) ontologies (qudt.org) is an enormous collection of OWL models (produced almost entirely be a single source under NASA contract).  NIST, which is the keeper of the national standards of measure for the U.S., has recently been asked to review both of these would-be standards as potential formal requirements for certain government projects, notably for healthcare records and geospatial data.

 

In short, I think the QUOMOS effort was doomed by politics before it had any chance of technical success.  Regrettably, “standards is politics”, and even the best intentions of acknowledged experts can be modified by the need to accommodate certain special interests.

It would be unfortunate if this TC were closed without some discussion of the reasons it did not make progress.

The need that motivated the formation of this TC is certainly not over. There is still no standardization of the foundations for quantities and units of measure.  Perhaps if the scope were narrowed, there might be some buy-in from the national organizations.

I am writing because I just became aware that the TC does not have a Chair and appears not to have had a Chair - nor any other activity - for quite some time. 

 

Under the rules of the OASIS TC Process (section 2.15 Closing a TC - https://www.oasis-open.org/policies-guidelines/tc-process#closingTC) I am required to close a TC that has not had a chair in place for 120 days. 

 

Is this a sign that the need for the TC is over and it is time for the TC to close? Nothing wrong with that at all. If, on the other hand, you feel that there is still work to do be done, then the TC needs to meet and elect a Chair as soon as possible. 

 

Please let me know your thoughts on whether or not it is time to close the TC.
