Additional background regarding Mark's references below:

The temporary ID Mark references is on p.31 of CCTS spec. Examples are:

C00010
F00012

According to my interpretation of the CCTS spec, it does not elaborate
on:

- Why such an ID is temporary;
- What it is replaced with (if anything);
- How it is tracked;
- When it ceases to exist;

Unless my interpretation is incorrect, this leaves us lots of room for
discussion (as per Mark's questions below). Please provide thoughts as
Mark requested.
