This issue relates to ISO/IEC 11179 data element naming concepts.

ISSUE:

Suppose we have the following ACC:

Employee | Telephone | Number

where:

Employee = Object Class
Telephone = Property Term
Number = Representation Tem

We can create an ABIE from this, making it "US"-specific - the telephone
number will be a "US" format. So we would have:

US = Object Class Qualifier
Employee = Object Class
US = Property Term Qualifier
Telephone = Property Term
Number = Representation Tem

Where the ABIE name is:

US | Employee | US | Telephone | Number

We believe it is important to include "US" as the Property Term
Qualifier rather than ommitting it, so it is clear *which* term (in this
case the Property Term "Telephone") has context applied.

The Object Class should always have a Qualifier applied to it in this
case, so the context is clear at the top level.

BUT CONSIDER THE FOLLOWING: What if it is US employee who is currently
working in Canada? We could have:

US | Employee | CA | Telephone | Number

So the "US" Object Class Qualifier would be correct (i.e. instead of
"CA"), because it qualifies the term "Employee", and the employee is a
"US" employee.

QUESTION: Do you concur with all of the above?

Suppose we had started with a modified version of the earlier ACC:

Employee | Home | Telephone | Number

where:

Employee = Object Class
Home = Property Term Qualifier
Telephone = Property Term
Number = Representation Tem

Now suppose we create an ABIE from this, making it "US"-specific - the
telephone number will be a "US" format. So we should have multiple
Property Term Qualifiers, as shown below:

US = Object Class Qualifier
Employee = Object Class
US = Property Term Qualifier
Home = Property Term Qualifier
Telephone = Property Term
Number = Representation Tem

QUESTION: What should the order be for the 2 Property Term Qualifiers? 

That is, should the ABIE name be:

US | Employee | US | Home | Telephone | Number

or:

US | Employee | Home | US | Telephone | Number

RESOLUTION:

Regarding order of Property Term Qualifiers (also applies to Object
Class Qualifiers):

As a general rule, a qualifier should be placed closest to the term that
it is meant to qualify. That is, if one were to choose between:

US | Employee | US | Home | Telephone | Number

or:

US | Employee | Home | US | Telephone | Number

The second approach is most correct because they really mean a US
telephone number, more than I mean a US home.

Regarding how this is done: I'm thinking that this process should not be
as automatic as we were anticipating - that is, the user will be
responsible for determining the order of qualifiers but should adhere to
the above rule in doing so. More details on this thinking to come, in an
e-mail that discusses the "VAT_Tax" example from the CCTS (look for that
as an indicator).
