 Doing one without the other (eg. - defining the storage without the 
serialization) won't get us any further ahead than we are now and there 
are dependencies between the two.  It has to be done and it has been 
passed from group to group for 4 years now.  Someone has to do this. 
 The work has been done several times over.  

Let's do this now.
