External Classification sub-team,

Please find attached the joint proposal (by Farrukh Najmi, Len Gallagher and
Nikola Stojanovic) that recommends the RIM changes in order to support
"External Taxonomies"; it doesn't address the necessary RS changes. Also,
the proposal enumerates several Open Issues that need further discussions.
