Here are my comments. The only problem is that I used your 
previous version to comment. I have added line numbers,
so you would be able to compare with the latest version (I hope)
Sorry about this - I found out that I was using the earlier version
only after I got someways:-(

This document is a great start. The detailed comments (18 of them) are
in the doc. In summary, the comments are on:

1. ebXML MSG conformity: I have a bunch of comments
2. A different approach to payload signing
3. Conformity with Risks doc.
4. Minor editorial

I have attached a document that specifies the use of 
XML Digital Signatures by ebXML Registry Clients and
ebXML Registry. This is targeted towards Version 2.0
of the ebXML Registry Specification.

This is version 0.1. It is preliminary but should serve as a
starting point for any discussion on the use of XML DSIG.
