Updated XML dsig usage doc ( Version 0.2 - dated 10/03/01)

Here is the updated version of XMLDSIG usage doc. It contains
updates from the version I posted yesterday. The version is still
0.2 but the date is now 10/03/01.

I have turned on the change bars so the changes can be quickly
reviewed. Most of the changes are in the Key Distribution and KeyInfo
section. Please review these changes.

If there are no other comments, then this can be sent to the TC.

Suresh, do I have to post another version of this document without
the change bars that can be given to TC ?
