I still get the same auth dialog when I use:

http://www.oasis-open.org/apps/org/workgroup/regrep-semantic/download.php/5585/useCasesAndScenarios.html

However, using David's suggestion and using instead the URL:

http://www.oasis-open.org/committees/download.php/5585/useCasesAndScenarios.html

It seems to work. I guess this undocumented workaround is adequate a 
solution for our need right now.
