Note that comments on this use case indicate that it needs to be broken 
down into
finer grained use cases which  has not been done yet.

I envision that support for this use case will allow a specialize
Ontology Assembly application that would be a n ebXML Registry client.

In other words registry would be necessary (key enabler) but not sufficient.

This is very much identical to an XML Schema Assembly application that
uses an ebXML Registry to manage schemalets (schema building blocks) and 
associated
metadata.
