Fortunately, the ebRIM and ebRS specifications do address this potential 
requirement. It seems like the core component "need" is very much like 
asking the following:

"Given an object -- how often does it appear as the "targetObject" of an 
Association instance?"

Yes - this is good.  We could also query Assembly within the Core
Components
to see how many Assemblies are making use of things.

The other metric is then physical stats on external systems referencing to
the registry.

Even at design time this should give a measure of "people who used this
core component, also used this".
