Karl,

There is a difference. First, with the OMG process, there is a Voting
Members list and then there is a quorum calculation based on a
consistently-participating criterion. The quorum is recalculated
periodically and is almost always lower than half of the number of voting
members. Second, with the OMG process, each company has only one vote. I am
not arguing which process is better. I am just saying there is a
difference.

In any case, I agree with Scott and David. The vote count should have been
Invalid not Disapprove so that a re-vote can be taken. Otherwise, non-votes
are being counted as Disapprove, which is worse than what went on in
Florida a few moons ago.

Under OASIS rules the voting membership of a TC are those people who are
consistently attending meetings and participating in votes. Half of
those people must vote in order for an election to be valid. So there's
really no difference between how we do it and OMG.
