[regrep] AuditableEvent: Issues re: Requests and Mappings

Registry TC members,

Attached is an issues paper related to AuditableEvent. I think we have a 
problem in our current specification in that we have no way to record or 
audit Requests that delete objects from the Registry or reference Requests 
that are not accepted by the RA or fail for some other reason.

The attached paper (3-pages PDF) addresses the issues and proposes an 
Outline of a solution. If the solution seems acceptable to folks, I 
volunteer to complete it soon after the F2F.
