I was simply attempting to clarify a very vague requirement.  In this
particular instance, v1 is different than v2. With the two questions that I
addressed to Lisa, I was curious if the "successful spec use" requirement
was sensitive to spec version and/or if the party claiming "successful spec
use" needed to be a member of the TC itself.

I believe that I now have a good-enough-for-now understanding of the
"successful spec use" clause.
