Within a Registry they are unique, and when you combine "Registry" + "UID" it is then unique. In this regard the Registry acts like a namespace and within that namespace the UID is unique. Is anything ever guaranteed truely unique across the galaxy? Probably not! By combining the business domain, and registry with the UID to create what amounts to a compound address / identifier you do get a solid system that for all practical applications will avoid collisions. Just like in namespace if I have: xmlns:disa pointing to the .mil gov folks and xmlns:disa pointing to the EDI X12 folks you have an issue that might bite you - but there are practical ways to avoid collisions.
