Thanks to Kathryn for forwarding these EPA documents.  I'd like to
please offer feedback on them. 

Regarding "XML Registry Evaluation Criteria":  I went through the list
of requirements, and have extracted those that I believe we do not
currently cover in v3 (that is not to say that we should cover them). 
Please see attached document "XML Registry Evaluation Criteria -
DELTA".  I think the biggest difference is that we don't yet explicitly
support registration of XML artifacts (elements/attributes/datatypes) -
but I believe the Content Management feature paves the way for this.

Regarding "FinalSWReq":  The report I authored at LMI "Logistics
Management Institute, Requirements for an XML Registry, May 2001." was
an input to this document (I see many familiar references).  Two items
jumped out at me that I'd like to please share:

(1) ON NAMESPACES:
"At this time, EPA has not decided on a namespace strategy.  However, it
is clear to developers of XML schemas that namespaces will be needed to
ensure uniqueness of naming to avoid tag name collisions on the
network.  Namespace management will require controls on changing objects
that are referenced externally and requirements for notification of
changes."

(2) ON GOVERNMENT REGISTRY IMPLEMENTATIONS:
"XML Working Group of the Federal CIO Council (XMLWG) has created a
working group to consider development of federal government XML
Registries.  Both the Department of Defense and the National Institute
of Standards and Technology registries have been considered to be
prototypes for a government-wide registry.  At this time, an
alternatives analysis of managing XML resources in federal agencies is
under development."
