V3 Spec Action item update

The latest V3 spec action items are at:

The changes reflect work done since last meeting and current status.

The most major news is that Nikola has completed the critical path task 
of updating the Filter Query section in ebRS and also the query.xsd for 
V3. This was a considerable amount of work. Thanks Nikola!
