I had made the suggestion in the TC meeting. Based on past experience 
with several eGov and other projects
I have learned that the best way to get an organization to understand 
the intersection of requirements
and ebXML Registry is to do a focused pilot where a limited use case 
posed by the organization is chosen to
be the testbed for deploying an ebXML Registry.

I look forward to discussing this more in our next TC meeting. In the 
meantime please drop me
an email if you want to talk over the phone to discuss this idea prior
