Has anyone mentioned looking at Universal Business Language as another piece of the component management puzzle?  Joe Chiusano has previously mentioned the Core Components specification.  UBL builds off of Core Components for developing standard representations of business components.  LMI is developing a U.S. federal component library from OMB sponsored XML projects that are based on the CCTS and ISO 11179 concepts.  The OASIS UBL TC is nearing release of their 1.0 committee specification http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=ubl

FYI, the US Department of Navy is developing their naming and design rules (NDRs) based on the work of UBL.  The DON team responsible for the NDRs has been working on consensus recommendations for clarifying DON implementation of concepts in support of UBL. I'm checking to see if the US DON is ready to share their latest materials on schema modularity that I think is relevant to what you're trying to do for the UK MOD.  The full set of DON NDRs based on UBL is to be ready early 2004, about the time UBL 1.0 is anticipated to go out for OASIS vote.
