synergy with our semantic registry enhancements for v4. 

It's regarding use cases for OMG ontology development metamodel (ODM).
Some quick references:

P.8 on query: "Support for query interoperation across multiple,
heterogeneous databases is considered a part of this scenario."
  
P.10 on lifecycle: Discusses an ontology lifecycle in which "Ontological
information will be included in a standard MOF repository for
management, storage and archiving. This may be to satisfy legal or
operations requirements to maintain version histories.".

P.11 on semantics and search: Discusses "Semantics assisted search of
data stored in databases or content stored on the Web"
