I have not investigated RDF/OWL for this purpose but I suspect it may be 
a little weak.  In any event, if someone thinks it has merit, by all 
means, let's investigate (in CEFACT).

My point is that we have to decide on one thing and then use that one 
thing, not let every person use their own thing.  This is a stronger 
reason for the work to be done under only one standards org (UN/CEFACT).
